A way to tell a leap year is by what day of the week the year starts and ends on. Leap Year only occurs in years that January 1st and December 31 fall on different days. For example:

Sunday January 1 - Sunday December 31-----No leapyear
2007
Monday January 1 - Monday December 31-----No leapyear
2008
Tuesday January 1 - Wednesday December 31----Leapyear
2009
Thursday January 1 - Thursday December 31-----No leapyear
